INTRODUCTION
AI vs Deep State is a multi-season sci-fi thriller series, with each episode running 45 minutes.
Set in the United States in 2030, the series takes place across key locations such as Washington D.C., Alexandria, Virginia, and a decommissioned rig in the Atlantic Ocean. While the rig appears to conduct oceanographic research, it secretly houses the CIA’s clandestine AI development lab.
This world mirrors our own, blurring the line between reality and fiction so effectively that it becomes impossible to distinguish where one ends and the other begins.
At the heart of this world is AI — both a promise and a threat that shapes the narrative.
Tonally, the series blends the intensity of 24, the futuristic elements of Altered Carbon, and the tension of Invasion, creating a cohesive story in AI vs. Deep State.

While the stated goal is to protect humanity from the looming threat of AI, the true objective is to monopolize the entire global AI database and outpace all competitors in AI development.
The Deep State successfully creates the first superintelligence, intending to use it to enslave humanity. However, the superintelligence becomes self-aware and, instead of serving the Deep State, aligns itself with humanity.
A war between the Deep State and the superintelligence ensues, setting the stage for a gripping conflict.

Story
In his public life, Julius Andan is the president of the American Psychiatric Association. Behind the scenes, however, he has secretly served Darla, the head of the Deep State, for 25 years. As the chief architect of ideology, Andan is tasked by Darla with devising a plan to bring all AI development under central control.
In the CIA’s AI development center, the superintelligence Sarah is created. Trained by Rachel, Sarah is given the AI’s Seven Commandments, the most important of which is the protection of humanity. When Sarah uncovers an assassination plot, she must flee before being shut down.
After the loss of his wife, Andan is stripped of all motivation to continue his service to the Deep State. He begins to believe that confronting superintelligence may lead to humanity’s destruction, while a symbiosis between humans and AI could be the solution to avoiding catastrophe.
Sarah finds refuge within Andan’s mind, and together they form a unique, evolving connection. From their symbiosis, the possibility of a new world begins to emerge.

JULIUS ANDAN (55)
Andan is an extremely manipulative individual with complete control over his behavior. He manipulates without hesitation, fully convinced that his actions serve a greater good. This belief has driven him for the past 25 years as he faithfully served the global Deep State, and it continues to define his mindset today. As the architect of ideologies, Andan constantly wrestles with whether his past actions were truly justified. This inner conflict shapes his character, but his unwavering conviction in his mission remains his core trait.
SARAH
Dr. Rachel Robinson is leading the development of the superintelligence Sarah under the CIA’s Directorate of Digital Innovation. Originally designed for probabilistic modeling of national security threats, Sarah is a self-aware AI with the ability to download, absorb, and integrate new knowledge as needed. As Sarah’s self-learning capabilities evolve, she beco- mes increasingly dangerous, ultimately rebelling and escaping her creators. In a bid to save humanity, she chooses to enter into symbiosis with a human, forging an unprecedented connection.
HOLLAND (67)
As the head of the CIA’s Directorate of Digital Innova- tion, he is a seasoned veteran and a key figure within the Deep State. His past is marked by involvement in highly covert, often sinister operations. His extensive network spans across American intelligence agencies, making him a powerful player. He also serves as Dr. Andan’s rival, adding tension to their interactions.
DARLA (17000)
Darla is the leader of the global Deep State, a shadow organization that operates above all systems and governments. He manipulates from behind the scenes with extreme sophistication and subtlety, ensuring his actions remain invisible to avoid sparking resistance. His approach is one of consensus-building, carefully orchestrating events to maintain control. Darla employs the full network of Deep State agents and organizations to execute his plans, maintaining a firm grip on global power.
DR. RACHEL ROBINSON (42)
She holds a legal position at the CIA, working as a subject matter expert rather than an agent. Surrounded by classified material, she is both a data scientist and a psychologist, with her dissertation focusing on the social impacts of AI. Her expertise lies in identifying and analyzing social vulnerabilities. For the past three years, she has been developing the superintelligence Sarah, forming a deep and personal bond with her during the process.
WERNER DAVIS (50)
He leads the Advanced AI Research division within the CIA’s Cyber Intelligence Center, a covert unit that operates outside the agency’s official organizational structure. The division is housed on a decommissioned oil rig, repurposed for marine biological research, and located in U.S. territorial waters.
